Rau Named District’s New CFO
Longtime CFO Folmar Relocating to Dallas Area
Hays Consolidated Independent School District (Hays CISD) Superintendent Dr. Eric Wright is pleased to announce the selection of Randall Rau as the new chief financial officer (CFO) for the district. The Hays CISD Board of Trustees unanimously approved hiring Rau at its meeting on March 25, 2019. He replaces longtime CFO Annette Folmar who recently accepted a CFO position in Prosper ISD, a fast-growth school district north of Dallas, Texas. Folmar will work with Rau several days a week during the next several weeks to help facilitate a smooth transition between the two CFOs.

He will be a great fit for our district and I am confident our students, teachers, and taxpayers are in great hands. Additionally, Annette, who is also among the top school district CFOs in Texas, has a chance to put her skills to work with a new challenge, helping another school district transition to a large suburban district. Her new district is much like Hays CISD was when she first joined our team in 2001.”
Randall Rau
Rau brings to Hays CISD nearly 30 years’ worth of finance, budget, business management, purchasing, payroll, inventory, risk management, accounting, and auditing experience. He has most recently been serving as the chief financial officer for Wimberley ISD, a neighboring district to Hays CISD, and has been in that position since 2009. He also served as Wimberley ISD’s business manager from 2001 to 2007. Additional school district experience includes work at Madisonville CISD and Austin ISD. He also worked as director of accounting at the State Bar of Texas and has been a staff accountant for two private auditing firms.
Rau holds a Bachelor of Science in Business Administration from the University of Houston Victoria and is a certified public accountant. He is a past president of the Capital Area Texas Association of School Business Officials and a former board member of the Central Texas Purchasing Alliance.
Annette Folmar
Folmar has a wide array of school district experience beginning in 1993 as Chief Accountant and Treasurer with Austin ISD. In 2001, she began her career with Hays CISD as Finance Director for three years, became Executive Director of Finance for Hays CISD in 2004 and served the district as Chief Financial Officer from January 2015 to March 2019. She is currently the Chief Financial Officer for Prosper ISD.
A certified public accountant, Folmar has held leadership positions in the Texas Association of School Business Officials and serves on the Accounting and Auditing Advisory Committee. Folmar holds a bachelor’s degree in Business Administration from the University of Texas at Austin, and a master’s degree in business administration from St. Edward’s University.
