Public Notice of Intention to Submit a Federal Grant Application

In accordance with federal regulations, a local education agency (LEA) planning to submit a federal grant application must offer a reasonable opportunity for public comment on the application before it is submitted to the Texas Education Agency for approval.

Hays CISD gives public notice of the district's intention to submit a grant application for the following federal grant programs for the 2025-2026 school year:

  • Every Student Succeeds Act (ESSA) (Title I, Title II, Title III, & Title IV), IDEA B

  • Carl D. Perkins V (CTE)

  • Texas Education of Homeless Children and Youth (TEHCY)

Public comments will be considered during the planning process on the grants listed above for the 2025-2026 school year.

PUBLIC NOTICE: INTENT TO APPLY
Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) Grant – Cycle 13

Hays CISD is providing public notice of its intent to submit an application for the Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) Grant, Cycle 13. This federally funded program is administered in Texas by the Texas Education Agency (TEA) and is designed to support community learning centers that provide academic support, enrichment, and youth development opportunities for students during out-of-school-time hours, with a focus on schools serving large numbers of economically disadvantaged students.

Through this funding opportunity, Hays CISD seeks to partner with the Greater Austin YMCA to expand current out-of-school-time services to support academic achievement, improve student attendance and engagement, and strengthen family-school partnerships at 9 of its Title I campuses. If awarded, the YMCA will implement programming in partnership with Hays Consolidated Independent School District (Hays CISD) to provide structured academic and enrichment programming beyond the school day and throughout the summer.

Grant funding would support academic and enrichment-based programming for students at the following Hays CISD campuses:

  • Camino Real Elementary School

  • Hemphill Elementary School

  • Science Hall Elementary School

  • Susie Fuentes Elementary School

  • Tobias Elementary School

  • Tom Green Elementary School

  • Uhland Elementary School

  • Chapa Middle School

  • Simon Middle School

Hays CISD appreciates the partnership with the Greater Austin YMCA as we pursue this opportunity to expand high-quality out-of-school-time services for the students and families we serve. ESSA Private Non-Profit Schools Participation Notice

ATTENTIONPrivate Non-Profit Schools within the Hays CISD District Boundary (serving ages 5-17)

You may be eligible to participate in services through federal programs. Please contact your local school district regarding participation in the planning and receipt of services through federal programs. What constitutes private nonprofit status? Response: Under 34 CFR 77.1, the term “nonprofit” as applied to an agency, organization, or institution means it is owned and operated by one or more corporations or associations whose net earnings do not benefit, and cannot lawfully benefit, any private shareholder or entity.

What are private school equitable services? Response: Through ESSA, federal grant funding is made available every year to serve students who meet certain criteria, such as economically disadvantaged. Those grant funds are awarded to TEA, which administer the funds directly to LEAs, including school districts. However, the law requires that eligible students and teachers at eligible PNPs also receive access to equitable services of those programs and services provided by the district. The term “private school equitable services” refers to the process of providing students, teachers, staff, and families at eligible PNPs fair access to federally funded education programs and services, as appropriate. The process depends on a “timely and meaningful consultation” between ISD officials and those of eligible PNPs. However, federal funds may not be awarded or paid to the PNP.
