Hays CISD Procedures & Regulations

Governance Structure

Hays CISD is governed by federal and state laws and regulations, as well as local policy set by the Board of Trustees. District-level regulations (or procedures) complement district policy by providing more specific detail. In Hays CISD, the superintendent, through a superintendent's cabinet process, has the authority to write, refine, and adopt regulations (procedures) so long as they do not conflict with the prevailing district policy or state and federal laws.

To match district policy, the district regulations (procedures) are organized by lettered sections.

Governing rules in Hays CISD follow this hierarchy (meaning that should conflicts exist, the prevailing or preempting governing document is the one earliest on the list): Federal Law; State Law; Texas Education Agency Rules; Hays CISD School Board Policy; Hays CISD Administrative Procedures & Regulations; Superintendent's Cabinet-Adopted Hays CISD Handbooks, Manuals, & Guides
