On September 23, 2013, the Hays CISD Board of Trustees impaneled a district-wide citizens committee for the purposes of assessing growth and making a recommendation to the Board regarding the need for a bond initiative in 2014. The Growth Impact Committee, consisting of 28 voting members appointed by the Board of Trustee, allowed a wide range of community involvement in the conversation about addressing growth in the school district and making a recommendation regarding a bond initiative. The committee met weekly in October and November. On Thursday, November 21, 2013, the committee voted on the recommendation it would make to the Board of Trustees at the December Board workshop and business meetings. On Monday, December 16, 2013, the Board of Trustees voted to accept the committee recommendation. 

The bond initiative was placed as a single proposition on the ballot for the May 2014 election and it passed.
