House Bill 3928

Per HB 3928, dyslexia and/or related disorders is considered a specific learning disability (SLD) under the Individuals with Disabilities Education Act (IDEA). Parents have a right to request an evaluation through special education if they suspect their child has dyslexia (or another disability). Evaluations through the special education process make sure that students who are eligible for special education services are identified and provided the support they need. Students are not evaluated or admitted into special education without parental consent.

Please note: House Bill 3928 was passed by the 88th Texas Legislature (Regular Session) and impacts dyslexia evaluation, identification, and instruction. While the agency works to update the necessary materials, be aware that the law is effective immediately. The State Board of Education's proposed timeline for its required changes will be communicated as that timeline is determined and communicated to the agency.
