Esperanza Orosco

Esperanza Orosco was first elected to the Board of Trustees in 2016. She served Hays CISD students and families for more than ten years as an early childhood and fourth grade bilingual teacher. Her experience in the classroom and in the field of education gives her a unique perspective on the school board that is truly appreciated by her peers and those she serves. She is the immediate past president of the Board and has also served as vice president.
Prior to her election in 2016, she had the honor of serving as president of the Hays Educators Association/TSTA for seven years, where she advocated for educators, education support staff, transportation, custodial, and cafeteria staff. Esperanza’s work in that capacity allowed her to interact with employees throughout our district – dedicated individuals who make great things happen daily for our students.
She earned her Bachelor of Arts from the University of the Incarnate Word in San Antonio, Texas, and her Master of Elementary Education from Texas State University. She has served on the board of the Texas Association for Bilingual Education, and is the immediate past president of the board of Community Action of Central Texas. She is also a member of the Hays County Child Protective Board and the Friends of the Kyle Library Board. She served on numerous district and campus committees, including the district’s Strategic Planning Committee, Strategic Planning Subcommittee for Employees, Calendar Committee, and Transfer Policy Committee. Additionally, she participated on various Campus Leadership Teams and served as a mentor teacher, team leader, campus dual language department co-chair, Bilingual Vertical Team chair, and student council sponsor.
Esperanza’s dedication to the Hays CISD family of students, employees, parents and tax payers is unmatched. Her recent employment with the Texas Association of School Boards as trainer for school boards across the state provides the board team with an even deeper level of insight that benefits all stakeholders in our district.
During the course of her service on the board, residents and Hays CISD staff have seen a strengthening in academic programs and improvements in recruiting and retaining top quality educators. Esperanza and her colleagues on the board have teamed with district leaders to improve the learning environment for our students and working conditions for our education professionals. She has also continued her advocacy by championing issues of compensation and benefits for our employees.
Esperanza’s husband, David Salazar, previously served on Kyle City Council and on numerous boards and committees, and currently serves on the Board of the Hays Education Foundation. The couple have two daughters, Raspberry, a current elementary student in Hays and Mercedes Salazar-Campirano, a proud graduate of Hays High School. Esperanza and her family have lived in Hays County since 2001, and make investing in the Hays community a top priority.
